Bharat Marine Insurance Pool (BMIP): A Major Step Toward Maritime Sovereignty and Financial Independence
Launched in May 2026, the Bharat Marine Insurance Pool (BMIP) is providing affordable and sovereign coverage for Indian ships and cargo, reducing dependence on foreign insurers.

India has introduced the 'Bharat Marine Insurance Pool' (BMIP) to strengthen its maritime sovereignty and reduce reliance on foreign insurance companies. Following its approval on April 18, 2026, the pool was formally launched on May 12, 2026. The total capacity of this pool is 13,906.50 crore rupees (1.5 billion USD), which includes a government guarantee of 12,980 crore rupees (1.4 billion USD).
BMIP primarily provides insurance cover for vessels flying the Indian flag or those owned, managed, and controlled by Indian entities. It is also available for cargo ships arriving in or departing from India. The pool ensures domestic insurance coverage for ship hulls, machinery, cargo, Protection and Indemnity (P&I), and war risks.
This initiative became necessary as Indian ship owners were heavily dependent on 13 international P&I clubs located in Western countries, resulting in an annual outflow of 45-60 million USD in premiums. Furthermore, geopolitical instability in regions such as the Red Sea and the Strait of Hormuz led foreign insurance companies to increase premiums or withdraw coverage, affecting India's energy security and trade.
Key details regarding the structure and operation of BMIP are as follows: the General Insurance Corporation of India (GIC) manages the daily operations as the pool manager. For claim management, claims up to 100 million USD are settled using reserve funds, while larger claims utilize the sovereign guarantee. The initial term of this pool is 10 years, which can be extended to 15 years.
Positive results from the implementation of BMIP are already evident. Despite tensions in West Asia, war-risk insurance premiums have decreased by approximately 35 to 40 percent. As of September 7, 2026, the pool has issued 3,000 cargo war risk policies, 92 vessel hull war risk policies, and 3 P&I insurance policies.
A significant achievement was the issuance of India's first P&I policy to the Shipping Corporation of India Limited on July 30, 2026. Additionally, policies have been provided across various categories to companies such as M/s Hoger Offshore and Marine Private Limited, Vedanta Sterlite Copper Limited, and Balrampur Chini Mills Limited. This demonstrates that the facility is not limited to ship owners but is also available to import-export traders.
