25th SCO Meeting of Economic and Foreign Trade Ministers Concludes in Tajikistan; India Emphasizes 'Security, Connectivity and Opportunity'

The 25th meeting of the Ministers of Economic and Foreign Trade of the member states of the Shanghai Cooperation Organization (SCO) concluded on September 17, 2026, in Dushanbe, Tajikistan. During the meeting, the ongoing cooperation in the fields of economic and foreign trade among member states was reviewed, and measures to further strengthen trade relations were discussed.

Representing India, Mr. Yashvir Singh highlighted the economic potential of the SCO. He emphasized that this potential should be translated into concrete outcomes through trade growth, cost reduction, robust supply chains, and improved connectivity. Referencing the vision expressed by Prime Minister Narendra Modi at the SCO Summit in Bishkek, India outlined the three pillars of 'Security, Connectivity, and Opportunity.' According to India, strengthening supply chains, developing reliable connectivity, and expanding opportunities for businesses through broad market access are economically critical.

During the meeting, India emphasized the role of trade facilitation and digitalization. This included the need for simplified customs procedures, paperless trade, electronic exchange of documents, and the reduction of transit times. Additionally, India called for cooperation from member states to diversify supply chains in strategic sectors such as agriculture, pharmaceuticals, critical minerals, electronics, and manufacturing. Possibilities for cooperation in energy security, renewable energy, and green hydrogen were also discussed.

With special reference to Micro, Small and Medium Enterprises (MSMEs) and startups, India stressed the importance of digital payments, cross-border payments, and accessible trade finance to increase the global participation of small businesses. India reiterated its commitment to an open, inclusive, and rule-based multilateral trading system centered on the World Trade Organization (WTO).

At the conclusion of the meeting, the ministers adopted the 'Statement of the Ministers of Economic and Foreign Trade of the Member States of the Shanghai Cooperation Organization.' Furthermore, agreement was reached on the action plan for the multilateral trade and economic cooperation program for 2026-2030, which will now be submitted for approval by the Council of Heads of State. Additionally, the regulations for the 'Special Working Group on the Development of the Creative Economy' were approved.

The meeting also discussed the activities of the SCO Business Council and the Association of SCO Economic Analytical Centers presented by Tajikistan. The next ministerial meeting of the SCO Ministers of Economic and Foreign Trade will be held in Uzbekistan in 2027.
