India and Japan Launch Operational Manual for Joint Crediting Mechanism
India and Japan have released the operational manual for the Joint Crediting Mechanism (JCM) to promote low-carbon technologies and reduce emissions.

In New Delhi on September 30, 2026, the Ambassador of Japan to India, His Excellency Mr. Keichi Ono, and the then Secretary (MoEFCC), Mr. Tanmay Kumar, launched the operational manual for the India-Japan Joint Crediting Mechanism (JCM).
The primary objective of this joint crediting arrangement is to encourage the use of advanced low-carbon technologies in India, mobilize climate finance, and facilitate technological cooperation. Additionally, the mechanism will support high-level emission reductions and removals in India. This initiative aims to contribute to India's sustainable development while strengthening transparency and trust in international carbon markets.
The operational manual represents a significant step toward operationalizing the bilateral cooperation between India and Japan under Article 6.2 of the Paris Agreement. Previously, a Memorandum of Cooperation (MoC) was signed between the two nations on August 7, 2025, and the Rules of Implementation (RoI) were adopted on June 8, 2026.
With this development, the project is now moving from the stage of institutional preparation toward actual implementation. The manual establishes a clear, transparent, and comprehensive procedural framework for activities under the JCM. It includes detailed processes for the entire project cycle, ranging from the submission of project idea notes to the issuance and authorization of JCM credits.
