India's First Integrated Telecom Manufacturing Zone to be Established in Gwalior, Third Investor Conference Held in Bengaluru

The Department of Telecommunications (DoT) organized its third investor roundtable conference in Bengaluru. The event was presided over by Union Minister for Communications and Development of North Eastern Region, Shri Jyotiraditya M. Scindia, and the Chief Minister of Madhya Pradesh, Dr. Mohan Yadav. The primary objective of the meeting was to discuss investment opportunities in India's first integrated Telecom Manufacturing Zone (TMZ) being established in Gwalior, Madhya Pradesh, and to strengthen domestic manufacturing capabilities.

Union Minister Shri Jyotiraditya M. Scindia stated that approximately 24 companies have joined the initiative so far, proposing an investment of 5,500 crore rupees in the Gwalior Telecom Manufacturing Zone. During the roadshow held in Bengaluru, investors expressed a commitment to invest between 700 crore and 800 crore rupees. He emphasized that India is transitioning from a service-driven nation to a product-driven nation and stressed the importance of focusing on 'Design in India' to create products that are competitive on a global scale.

Presenting the project as an example of cooperative federalism, the Union Minister noted that the Central Government and the Madhya Pradesh government are working together, with the state government providing incentives and subsidies amounting to approximately 8,000 crore rupees. Madhya Pradesh Chief Minister Dr. Mohan Yadav stated that the state is becoming a strong destination for investment due to its strategic location and infrastructure, and that the government is committed to creating a favorable environment for emerging technologies.

Regarding the Gwalior-based TMZ, it was explained that the zone will be developed as an integrated plug-and-play industrial cluster for mobile devices, optical fiber, telecommunications equipment, and next-generation 5G/6G technologies. According to the MoU signed between the Department of Telecommunications and the Government of Madhya Pradesh on July 30, 2026, the Central Government is providing full financial assistance of 493 crore rupees for the first phase, while the state government has provided approximately 170 acres of land free of cost to investors.

A Special Purpose Vehicle (SPV) has been established for the implementation of this project, with the Government of Madhya Pradesh holding a 51% stake and the Department of Telecommunications holding 49%. Previous conferences held in Delhi and Mumbai indicated a potential for 5,500 crore rupees in investment and the creation of approximately 18,000 employment opportunities.

Prior to the investor meeting, the Union Minister also visited the technology company Qualcomm in Bengaluru, where he discussed semiconductor capabilities, indigenous product development, and possibilities for cooperation in research and development (R&D).
