Biometric Aadhaar Authentication Mandatory for Domestic LPG Subsidy from October 1, 2026

The Ministry of Petroleum and Natural Gas has announced that starting October 1, 2026, it will be mandatory for all domestic LPG consumers to complete Biometric Aadhaar Authentication (BAA) to book refills at the subsidized Regulated Retail Selling Price (RSP). The primary objective of this move is to ensure that LPG subsidies are provided only to genuine and eligible households and to prevent the diversion of domestic cylinders for commercial or industrial use.

According to the Ministry, biometric authentication will help remove duplicate and ineligible connections, making the subsidy distribution system more transparent. Data as of September 19, 2026, indicates that 27.43 crore active domestic consumers (approximately 89.9 percent) have already completed this process. Consumers who have already been authenticated do not need to repeat the process and will continue to receive refills as before. However, for those who have not yet completed BAA, subsidized refill bookings will only commence after authentication.

Consumers can complete their biometric authentication through three easy methods: first, during refill delivery, where the delivery personnel can perform authentication on-site via the OMC mobile app; second, by visiting their LPG distributor's shop; and third, using OMC mobile apps, such as 'IndaneOilOne' for Indane consumers, 'HelloBPCL' for Bharat Gas consumers, and 'HP Pay' for HP Gas consumers.

Options are also available for consumers who are unable or unwilling to undergo biometric authentication. They can register through OMC digital channels, including web portals, mobile apps, WhatsApp chatbots, or IVRS. Such consumers will be provided with 5kg or 10kg cylinders at market price without any subsidy, subject to local availability.

The government has invested heavily to keep domestic LPG affordable. In the 2022-23 financial year, compensation of 22,000 crore rupees was provided to OMCs, and 30,000 crore rupees is being paid during the 2025-26 and 2026-27 financial years. As of August 31, 2026, the total gap between the cost and selling price of public sector OMCs has exceeded 62,000 crore rupees. For September 2026, the implicit subsidy per 14.2 kg cylinder is approximately 210 rupees, which had reached 721 rupees in June 2026.
