ICAR Reviews Progress of Nine Committees Formed on Action Points of 5th National Conference of Chief Secretaries
The Indian Council of Agricultural Research assessed the work of nine committees established to strengthen human capital, higher education, and skill development for a Developed India.

The Indian Council of Agricultural Research (ICAR) reviewed the progress of nine committees constituted to consider the key action points emerging from the 5th National Conference of Chief Secretaries held in December 2025. The review meeting was chaired by Dr. M. L. Jat, Secretary of the Department of Agricultural Research and Education (DARE) and Director General of ICAR.
These committees are working on a total of 28 action points aimed at strengthening human capital to achieve the goal of a Developed India. These action points specifically focus on higher education, skills, innovation, and capacity building. The primary objective of this review was to assess the progress of the committees and to prepare actionable recommendations in a time-bound manner.
Addressing the meeting, Dr. M. L. Jat stated that recommendations to empower human capital and higher education must be evidence-based, measurable, and conducive to implementation. He emphasized that all recommendations should be supported by relevant data, documentary evidence, and best practices to ensure effective results.
Dr. Yashpal Singh Malik, Deputy Director General (Agricultural Education) of ICAR, highlighted the importance of coordinated efforts among the committees in his address. He noted that adopting a structured approach is essential to address the action points within the stipulated timeline and to translate the discussions of the National Conference into concrete outcomes.
During the review meeting, the member secretaries of the nine committees presented their progress reports, which included details of achievements, progress made in identified areas, current gaps, and proposed recommendations. The meeting concluded with a directive for the committees to submit evidence-based and implementable recommendations on time so that further necessary action can be taken.
