Community Cadres Become Backbone of Rural Development: Over 9 Lakh CRPs and Millions of Frontline Workers Driving Change

A network of trained grassroots workers across the country has become the cornerstone of decentralized service delivery. Acting as a bridge between government institutions and rural households, more than 9 lakh Community Resource Persons (CRPs), ASHA workers, Anganwadi workers, Swachhagrahis, and Awas Mitras are collaborating to ensure the effective implementation of government schemes.

Among these, approximately 4.08 lakh are Livelihood CRPs providing technical assistance in sectors such as agriculture, livestock, fisheries, forest produce, and enterprise development. These individuals are known as Krishi Sakhi, Pashu Sakhi, Matsya Sakhi, and Van Sakhi. The remaining 5 lakh CRPs are working on financial inclusion and social awareness as Bank Sakhis, Financial Literacy CRPs, and Gender Champions. In the fields of health and nutrition, over 10.40 lakh ASHA workers and 10.58 lakh trained Anganwadi workers are strengthening community health and early childhood services.

Through the Deendayal Antyodaya Yojana-National Rural Livelihoods Mission (DAY-NRLM), more than 10 crore rural households have been connected to approximately 92 lakh Self-Help Groups (SHGs). As part of livelihood expansion, support was provided to over 4.62 crore women farmers by June 2025, with contributions from more than 3 lakh trained Livelihood CRPs. For enterprise development, a network of 48,785 Udyog Sakhis and CRP-EPs has supported over 4.11 lakh enterprises. By June 2026, assistance was provided to 4.32 lakh enterprises under the SVEP program.

On the front of financial empowerment, more than 1.48 lakh BC Sakhis are providing digital doorstep banking services in villages. Meanwhile, over 50,548 branch-level Bank Sakhis have helped Self-Help Groups secure bank loans totaling 13.41 lakh crore rupees since 2013-14. For financial literacy, 56,727 CRPs are employed, who trained more than 3.81 crore women SHG members during the 2025-26 period.

In the sanitation sector, the role of Swachhagrahis under the Swachh Bharat Mission (Rural) is critical. According to the dashboard, more than 10.36 lakh officials and 36,342 master trainers have been trained. Under the Jal Jeevan Mission, more than 5.33 lakh Village Water and Sanitation Committees (VWSC) are operational, while local capacity is being developed through the 'Nal Jal Mitra' program. Under the Pradhan Mantri Awas Yojana-Gramin (PMAY-G), Awas Mitras are assisting in the identification of beneficiaries and construction monitoring, with a target to build 4.95 crore houses by March 2029.

The government is now implementing a national campaign on entrepreneurship, under which 50,000 CRPs will be trained in enterprise promotion and 50 lakh SHG members will receive training in enterprise development. Through the coordination of the Ministry of Rural Development, the Ministry of Women and Child Development, and the Ministry of Health and Family Welfare, these frontline cadres are being prepared as 'last-mile promoters of convergence' to bring concrete improvements to the quality of life for rural households.
