National Good Governance Webinar Series: Discussion on Foundational Literacy and Numeracy via Mehsana's 'Project Path'

The 40th National Good Governance Webinar was held on September 25, 2026, under the Ministry of Personnel, Public Grievances and Pensions, focusing on the theme 'Sustainability and Replication of Initiatives Awarded under PMA'. During the webinar, the 'Project Path' initiative from the Mehsana district of Gujarat, which received the 'PM Award for Excellence in Public Administration (PMA), 2022', was presented.

Detailed information about the initiative was provided by Mr. M. Nagarajan, State Project Director of the Samagra Shiksha Abhiyan, Government of Gujarat. He explained that 'Project Path' was launched for Foundational Literacy and Numeracy (FLN) and was implemented across all 994 primary schools in the Mehsana district. For this purpose, an FLN task force developed teacher guides, assessment ladders, and worksheets for Gujarati and Mathematics, which were later made available on the Diksha platform following a review by GCERT.

Discussing the sustainability of the initiative, Mr. S.K. Prajapati, Collector and District Magistrate of Mehsana, stated that regular orientation, monitoring, and guidance for teachers and education officers were conducted to institutionalize this approach even after the award period. He emphasized the journey from FLN to Grade-Appropriate Learning (GAL) and the significance of data analysis at the school level.

Dr. Sharad K. Trivedi, District Primary Education Officer, shared information regarding the scaling and replication of this model in other locations. He noted that training and support were provided to other districts under this framework. Ultimately, the Mehsana model and its teaching materials were adopted at the state level under 'Nipun Gujarat', incorporating state-level trackers and learning resources such as 'Kadam' and 'Pagla'.

This webinar series was initiated following the directives of Prime Minister Narendra Modi in April 2022 to share the experiences of the 'PM Award for Excellence in Public Administration' winners and disseminate these practices elsewhere. To date, 39 such webinars have been conducted. This 40th webinar was chaired by Mr. Punit Yadav, Additional Secretary of the Department of Administrative Reforms and Public Grievances (DARPG). The event saw participation from District Collectors, senior officials from administrative reform departments, and representatives from training institutes from over 900 locations across the country.
