'Shram Samvad' Program Organized in Rudrapur, Uttarakhand to Discuss Labour Codes and Social Security Schemes
The Ministry of Labour and Employment, in collaboration with the Uttarakhand government, held a district-level awareness program in Rudrapur focusing on the implementation of new labour codes and central rules.

The Ministry of Labour and Employment, in collaboration with the Labour Department of the Government of Uttarakhand, the Kumaon Garhwal Chamber of Commerce, the Entrepreneur Welfare Committee SEWS-SIDCUL, and the SIDCUL Industrial Welfare Association (SSIWA), organized the 'Shram Samvad' program in Rudrapur. This district-level capacity building and awareness program was primarily organized to develop an understanding of the labour codes implemented on November 21, 2025, and the central rules notified on May 8, 2026.
The program was chaired by Dr. Chandra Bhushan Kumar, Secretary of the Ministry of Labour and Employment. During the sessions, detailed discussions were held on the key provisions of the codes and the compliance requirements for establishments under the new labour law regime. Approximately 250 participants attended the event, including employers, industry representatives, human resource professionals, and legal and finance experts. Officials from the Central Labour Commissioner (Central), Employees' State Insurance Corporation (ESIC), Employees' Provident Fund Organisation (EPFO), and the Labour Department of the Uttarakhand Government also participated in the dialogue.
At the beginning of the program, Mr. Sridhar Babu Adanki (IAS), Secretary of Labour for the Government of Uttarakhand, welcomed the participants and underlined the importance of collaborative efforts to strengthen labour law compliance. Delivering the keynote address, Dr. Chandra Bhushan Kumar (IAS) emphasized the role of awareness and stakeholder participation in the effective implementation of the labour codes. He also shared information regarding key central government schemes, namely the Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY) and the Pradhan Mantri Shram Yogi Maandhan (PMSYMM).
To enhance awareness, four technical sessions were conducted, focusing on an overview of the labour codes, compliance requirements for employers, and various aspects of PMVBRY and PMSYMM. Additionally, a question-and-answer session was held to resolve doubts regarding the regulatory framework and implementation challenges.
Following the conclusion of the program, the Secretary of Labour and Employment visited the ESIC hospital located in Rudrapur. During the visit, he interacted with doctors and staff and reviewed the hospital's operations and the facilities provided to insured persons. The Secretary also provided several important suggestions for the overall improvement of the hospital's functioning.
