UNFCCC COP31: India Appeals for Global Flexibility and Mutual Respect to Achieve Climate Goals
Union Minister Bhupender Yadav emphasized climate finance, technology transfer, and respect for national pathways to achieve ambitious outcomes at COP31.

India has appealed to all member nations for greater flexibility, pragmatism, and mutual respect to resolve remaining differences and achieve balanced outcomes at the 31st Conference of the Parties (COP31) to the United Nations Framework Convention on Climate Change (UNFCCC).
During the 'Pre-COP31' meeting held in Nadi, Fiji, Union Minister for Environment, Forest and Climate Change, Shri Bhupender Yadav, addressed the plenary session focused on political consensus areas and outcomes. Shri Yadav clarified that given the increasing impacts of climate change, the focus must now shift from rhetoric to implementation and coordination.
The Union Minister referred to the broad consensus on the goal of limiting global temperature rise to 1.5 degrees Celsius. He stated that meeting high ambitions requires proportionally high commitments in the areas of climate financing, technology transfer, and capacity building. India firmly believes that the implementation process must respect the 'Nationally Determined Pathways' of each country, allowing nations to make transitions according to their specific national circumstances and developmental needs.
Shri Yadav called for the optimization of instruments available under the Paris Agreement and described the inclusion of Article 9.1 in the provisional agenda as a significant opportunity for financial adjustment. Additionally, he emphasized the strategic use of collaborative approaches under Article 6 for utilizing market-driven resources.
India expressed hope that COP31 will pave a decisive path toward increasing targeted support for technical cooperation and capacity building. Shri Yadav stated that India is ready for open and transparent dialogue to resolve these issues and ensure equitable and historic outcomes for the most vulnerable parties.
Concluding his address, he stated that the objective should be to carry the constructive aspects of the discussions held in Fiji to Antalya, Turkey. He thanked the appointed chair, Mr. Chris Bowen, for ensuring meaningful discussions. The Pre-COP serves as a preparatory meeting, while the main conference (COP31) will be held this November in Antalya, Turkey.
